Since 2014, MTP has operated the managed quality control service for Social Security systems, with a team of up to 150 specialists managing nearly 800 critical applications that serve millions of citizens. The model includes software lifecycle definition, CI\/CD integration<\/a>, functional and security testing, performance, UX accessibility, artificial intelligence to prevent the risk of production deployment without testing, and the XPlora knowledge portal for disseminating a culture of quality across all development teams. In the last year, the service executed over 198,000 hours of Quality Engineering activities. <\/p>\n\n

The IT Management of one of the country’s largest social security institutions manages a technological ecosystem of extraordinary complexity: nearly 800 applications that support social security’s digital processes \u2014 benefits, contributions, healthcare, employment, pensions \u2014 directly affecting the lives of millions of citizens.<\/p>\n\n

In this context, software quality is not an internal technical indicator. It is a public responsibility. An application with errors is not just a bad user experience \u2014 it can be the difference between a citizen receiving their benefit on time or not, between a worker contributing correctly or not, between critical public agency systems being available or down at a moment when their use is indispensable. <\/p>\n\n

The organization also faced the cross-cutting challenge common to all public bodies of its size: a heterogeneous application portfolio \u2014 diverse technologies, varying ages, development teams with unequal capabilities \u2014 and the need to evolve towards agile and DevOps models without compromising the stability of systems in production.
