One of the country’s largest postal and logistics service organizations solved one of the most common challenges in the digital transformation of large institutions: maintaining software quality in projects with mixed methodologies, simultaneously serving Agile and Waterfall teams, without a unified QE structure to standardize processes. MTP designed and implemented a two-tier model—dedicated specialists per project plus expert groups per technology—that has been in operation for over a decade and now articulates Product Agile Teams and Product Waterfall teams under a centralized knowledge and demand management platform.
15 Years of QE in the Country’s Largest Logistics Network: The Model that Integrates Agile and Waterfall Without Sacrificing Quality
The Context: Two Methodological Worlds, One Quality Requirement
One of the country’s largest postal and logistics service organizations—with a network spanning thousands of service points and millions of digital interactions with citizens and businesses—faced a transformation challenge that could not be solved with conventional QE approaches.
The organization operated under two parallel methodological realities: development teams that had adopted Agile methodologies—with sprints, dailies, and incremental deliveries—and critical projects that followed Waterfall models, with long cycles, formal validations, and strict document control. Both realities were legitimate. The problem was that there was no quality assurance model capable of addressing them simultaneously with consistency, without creating friction or requiring teams to adopt a single paradigm.
The result of this gap was visible: in Agile projects, the absence of QA specialists integrated into the teams led to deliveries with defects undetected until late stages. In Waterfall projects, validation cycles became bottlenecks that delayed releases. And in neither case was there a centralized knowledge repository that allowed teams to learn from past errors or standardize best practices.
For an organization serving millions of citizens and businesses, every production failure—a crashed tracking platform, a payment portal with errors, an inconsistent document management system—had direct consequences on service reputation and user trust.
The Solution: A Two-Tier Model for a Dual-Methodology Organization
MTP designed and implemented a QE model that did not attempt to homogenize team methodologies but instead created the structure to support all of them with consistent quality.
- Dedicated specialists per project. Each development team—Agile or Waterfall—has exclusively assigned QA specialists, integrated as team members. They participate in user story validations, Agile dailies, Waterfall document reviews, and tests for each delivery. By belonging to the project, they accumulate business and specific technology knowledge, eliminating the learning curve generated by shared resource rotation.
- Expert groups by technology area. In parallel, MTP maintains horizontal specialization cells—security (SAST/DAST), performance, UX, automation, mobile—that provide transversal support to all projects on demand. When an Agile team needs a pen test or a Waterfall project requires load testing, experts arrive seamlessly with technical knowledge that project teams do not possess in depth.
- Demand management and centralized platform. The model operates on a demand dashboard that allows each QA Leader to plan and balance capacity in real time. The WISDOM HIVE platform centralizes the knowledge generated by all teams—methodologies, guides, test results, lessons learned—and makes it available to the entire organization as shared intellectual capital.
- Continuous model evolution. Over more than a decade, the structure evolved from a conventional quality control service to an integrated Product Teams model, with specialized roles in functional coordination, SAST/DAST, performance, UX, Agile, automation, and tools. The relationship with the organization is not about task execution—it’s about co-evolution of the quality model.
Key Metrics
| Indicator | Magnitude |
| Years of Continuous Relationship | +15 years (since 2010) |
| Methodologies Supported Simultaneously | Agile + Waterfall (hybrid model) |
| Test Types Covered | Functional, integration, security, performance, UX, automation, regression |
| Environments Covered | Development (DEV), Integration (DEV-INT), Pre-production (PRE), Production (PRO) |
| Knowledge Platform | WISDOM HIVE — centralizes methodologies, guides, and results for all teams |
Measurement Methodology
The coverage of environments (DEV, DEV-INT, PRE, PRO) and test types is validated through test plans agreed upon at the beginning of each delivery cycle and project closure reports. Demand and capacity management is monitored in real time via each QA Leader’s operational dashboard, with periodic reports to the organization’s IT management. The knowledge accumulated in WISDOM HIVE is measured by the volume of guides, manuals, and test results available to all teams, as well as by the adoption rate of these resources in active projects.
